coord rewards custody commitment,
all coord-attributable staking rewards accruing between Proposal #1 execution (2026-06-26) and The Cut-Over ceremony at 100 active validators are held untouched and then
delegated (not transferred) across non-coord active validators using a 70/30 formula.
